AI Institutional Strategy Index
Helping universities understand their strategic position in the AI era.
AI is becoming more than a technology issue. It is reshaping institutional strategy, curriculum, research, talent, operations and competitive positioning.
The AI Institutional Strategy Index (AISI) provides a structured framework for examining how universities are preparing for and responding to this shift.

The questions universities need to answer
- Is AI still a collection of individual initiatives—or becoming an institutional capability?
- Where can AI create meaningful academic, operational and competitive advantage?
- Is leadership aligned on the institution's AI direction?
- How should curriculum, talent and research evolve?
- Which institutional workflows are ready for AI and automation?
- What capabilities will differentiate universities in an AI-driven education ecosystem?
From experimentation to institutional strategy
Universities are rapidly adopting AI tools, launching programmes, establishing research initiatives and experimenting with new applications.
But individual initiatives do not necessarily add up to an institutional strategy.
AISI provides a structured lens for understanding where an institution stands—and where its next opportunities may lie.
The AISI Framework
AISI examines institutional AI readiness across five strategic dimensions:
- Vision & Leadership Alignment — Is there a coherent institutional direction for AI?
- Curriculum & Competitive Positioning — How should AI reshape programmes, learning and institutional differentiation?
- Talent & Cross-Disciplinary Capability — Does the institution have the people and capabilities required?
- Operational Acceleration — Where can AI and automation improve institutional workflows and services?
- Ecosystem Advantage — How can the institution build stronger partnerships, research and external positioning?
Three levels of institutional AI maturity
| Level | Description |
|---|---|
| Experimental | AI initiatives are isolated and primarily tool-focused. |
| Operational | AI is being applied within specific academic or administrative functions. |
| Strategic | AI is integrated into leadership, curriculum, research, operations and institutional strategy. |
From diagnosis to action
AISI is one part of a broader institutional improvement journey.
- Digital Presence — Identify weaknesses across your website and digital student journey.
- Enrollment Growth — Find and address leakage between student interest, enquiry, application and enrollment.
- Workflow & Automation — Identify repetitive institutional processes that can be redesigned or automated.
- AI Strategy & Readiness — Understand where AI can create meaningful institutional advantage.
Strategic Initiatives
The AISI initiative supports universities and academic leaders in understanding how artificial intelligence is reshaping higher education—and what that means for institutional strategy.
Activities may include:
- Institutional assessments
- Strategic insights and reports
- Discussions with university leaders and researchers
- Exploration of emerging institutional models
Why AISI Was Created
Universities are integrating AI into research, teaching and operations at increasing speed. Yet adoption often remains fragmented—focused on individual tools, programmes or initiatives.
AISI was created to examine the larger institutional question: How should a university position itself for an AI-shaped future?
Founding Advisory Panel
AISI is in the process of constituting a Founding Advisory Panel composed of academic leaders, researchers, and practitioners with expertise in artificial intelligence and higher education.
The panel will provide intellectual guidance and contribute perspectives on the evolving relationship between artificial intelligence and universities as institutions.
Further information about the advisory panel will be announced as the group is constituted.
